Q: I would like to make an international call to a cell phone. Will the person I call incur any additional charges?A:
The answer depends on whether the person you call is within his cellular network or roaming on another network.
If you call a friend's cell phone while he is in his cellular network, then he will not incur any charges other than the cost of the minutes used for the call. (In cases where the cellular provider only monitors outbound calls, your friend would not be charged for receiving your call.)
If you call your friend's cell phone while he is roaming on another cellular network, then he will most likely be charged roaming rates by his cellular provider for each minute used on inbound and outbound calls.
Keep in mind that cellular plans and service vary from country to country. The only way to be sure is to check with the people you are calling and find out if their cellular providers charge for receiving international calls.
